The real bottleneck is not where you would expect

In the Tech, Innovation & Public Sector segment, the most exposed and best-paid for AI skills, there are roughly seven AI user roles for every AI developer role. Most of the hiring demand is therefore not about the ability to build AI systems, but about the ability to use them effectively in a given function: marketing, finance, operations, customer service. A hiring plan focused solely on AI engineering profiles misses most of the market.

What "verified AI skill" actually means

The salary premium measured by PwC applies specifically to verified skills, not self-declared ones. The distinction matters for a hiring plan: a job title or a CV line mentioning AI is not enough to capture the market premium, nor to guarantee the actual skill being sought.

  • A portfolio of real projects deployed in production, not only academic or personal projects.
  • A practical assessment during hiring rather than a purely declarative interview.
  • Certifications recognised by model providers or cloud platforms, current and verifiable.
  • Professional references able to confirm actual use of the skill in a business context.

A governance issue, not just a pay issue

An organisation that hires quickly on poorly verified AI skills takes a double risk: paying the market premium without obtaining the actual skill, and concentrating a critical dependency on a small number of undocumented profiles.
